Rodrigo Pacheco: It is the Union's responsibility to provide structural financing and general regulation; it is the municipalities' responsibility to carry out direct provision on the front line, where life happens, where the community health agent knocks on the door, where the child is vaccinated and the elderly person is welcomed; and it is the states' strategic and irreplaceable role to coordinate, provide technical support and ensure universal access to health.
